Crucial Factors Influencing Cities' Success in Achieving Climate and Energy Goals



In the pursuit of global climate and energy targets, cities play a pivotal role. However, their ability to meet these objectives can be influenced by various factors, both internal and external. The LIFE-funded project NECPlatform has recently unveiled a comprehensive report that dissects these critical aspects.

Strengths, Weaknesses, Opportunities, and Threats of Local Level Participation

SWOT analyses are powerful tools that compile a clear view of the current landscape of multilevel discussions. This new report, presented in two parts, delves into the strengths, weaknesses, opportunities, and threats faced by local governments in their involvement in drafting National Energy and Climate Plans (NECPs). The focus countries of this project, including Bulgaria, Croatia, France, Italy, Portugal, and Romania, are analyzed in the first part.

In the second part, the report explores the barriers encountered by local authorities in implementing energy transition policies on the ground. These obstacles can be classified into three categories:

  1. Barriers related to staffing: Some countries, like Portugal and Croatia, struggle due to a lack of staff in local administrations, while Bulgaria faces challenges in developing qualified local energy plans.

  2. Barriers related to data access: Italy and Romania grapple with difficulties in accessing essential data for their initiatives.

  3. Barriers related to funding: Croatia and France encounter obstacles due to limited or complex funding opportunities.

Despite these specific challenges, there are common themes that emerged, notably the shortage of skilled human resources, which underpins many of the obstacles faced by local authorities. The report suggests a focus on unlocking investments to bolster staffing in city administrations.

Internal Hurdles: Political Priorities

Local governments face not only external obstacles but also internal ones. Political priorities that may not align with ecological transition can hamper progress, particularly in larger cities where attractiveness and economic development policies may overshadow climate initiatives.

However, it is imperative to create the conditions for local authorities to surmount these barriers, ensuring a faster ecological transition. High-quality local planning and effective implementation can inform national-level decision-making, ultimately leading to more ambitious and adequate climate planning at the national level.

In conclusion, this report emphasizes the significance of empowering local authorities to act on climate goals and facilitate meaningful dialogues. By overcoming these challenges, cities can become reliable partners in achieving national climate objectives on the ground.
